I don't know if i'm on the right thread to ask some stuff.
I wanna know how to make this kind of gif's?
And what is the best software to use?
I know some basic stuff in adobe flash, but i've been finding a software where i can animate my videos and pictures.

your best bet for animating is using an actual animation program:

Type in Beneton Movie Gif on google, that is what those are made in.
